' Senator Graham, Chairman of the House Committee, states that President Wilson, prior to the declaration of war, illegally organised the Council of National Defence, thereby creating a secret government, which formulated war legislation and befriended big businesses. Mr Graham alleged that President Wilson defied Congress and attempted to secure a dictatorship.
