Gerinanv now talks peace by negotiation because she has found that tlio policy of'the mailed list is doomed to failure; hut after Germany’s treatment of Heigium the civilised world could never again take Germany’s word or bond. 'She is a criminal among the nations, and will, we hope, be compelled to appear at the bar of National .iu.-tice in the not distant future, and acccp; punishment. for her misdeeds. Dr Soil pretends that Germany has not pursued an aggressive policy in Africa and the Pacific, and says that, her future coinuial possessions should correspond with her merits, as shown to the coloured races under her care.
