A recent number of “ Outlook ” (New York) contains the following: When the British Government published a black list—a list of financial and commercial concerns with which the British were forbidden to deal—many Americans said: “We will never have a black list.” But now we have. Our Government has published it. We trust that this act will still some of the echoes of those captious criticisms of Great Britain made in high circles in this country while wo were still officially neutral. The list contains the names of some seventeen hundred linns and corporations in Cuba. Mexico, and South America suspected of having German connections and sympathies. In it are certain gjeat banks, manufactories, and,public utilities representing the largest, most powerful and dangerous connections of German capital in Latin America.

Other lists will doubtless follow covering other countries. The British list for all countries now includes some six thousand names.
