IN GERMANY.
KAISER AND PRESIDENT WILSON’S TERMS.
ARCH-HUN SILENCED BY PAN-
GERMANS
MASSES RELINQUISH HOPE OF
VICTORY.
Auatralian and N.Z. Cable Association.
(Received February 16, 12.30 a.m.) NEW YORK, February 15.
Mr Simms, telegraphing to the United Press from Munich, states that ho learns, on reliable authority, that the Kaiser has declared that President Wilson’s terms are sufficiently reasonable to form a peace basis, but that the Pan-Germans silenced the Kaiser.
The German masses no longer expect victory, and believe that another offensive can only result in further Teutonic casualties.
