OFFICER WHO EXPOSED SCANDAL. ANNOUNCEMENT OF PROMOTIONReuter's Telegrams. (Received August 17, 10-30 a..m.) LONDON, August 16. In the House of Commons Mr E. S. Montagu. Secretary of State for India, announced that Major Carter, who exposed (the medical defects in tho Mesopotamia campaign, had been promoted to the rank of lieutonant-colonel.
