EFFICIENCY COMMISSIONER S REPORT. « A telegram from "Wellington, pubWished on August I. containing th,> recommendations of the National Eflicief4*K".Coard as to the liquor trade, stated that methods were suggested for curtailing or stopping the. sale of alroJiuiic liquors ''during the war and for bi'x months afterwards." Mr J. A. Frost ick. the Canterbury Commissioner stated to-day that the hoard's proposals for stopping the trade are on the principle of permanency. Jt would be impossible, he said, to recommend compensation if the trade was to be allowed to begin again soon niter the Avar ended. The forre of the board's recommendations on that point worn contained in the last paragraph nf the report, which was as follows: "In conclusion, the board places on record that whilst at first it looked into this matter from the point, of view of Avar conditions, yet as the inquiry proceeded it became apparent that in the interests of national efficiency the board had to consider the liquor quesIlso from tho viewpoint of ely of the State and the individual, luring the Avar and afterwards, t lias, therefore, submitted it.s Herniations so as to promote nent national efficiency."
