CABINET TAKES STEPS. [From Our Corjiespondent.] WELLINGTON, July 23. Cabinet decided to-day to instructthe Representation Commissioners to commence tho readj\istment of electoral boundaries. It is anticipated that! tho South Island, owing to its relatively smaller population than Island since last census, will lose three seats. Two new seats aro Jikely to be established in the vicinity of Auckland*
