'< A COMPLETE FAILURE.^ Australian and N.Z. Cable Association. (Received July 21, 10 a.m.) LONDON, July 20. It is evident that tho National Service schemo is a corapleto failure, and it will shortly close. It has been a great expense and its results are negligible. The functions relating to tho control and substitution of labour will ho transferred to tho labour exchanges.
