TERRITORIAL WATERS QUESTION Australian and N.Z. Cable Association. THE HAGUE, July 17. The Government is inquiring whether the naval action off Voorne-en-Putten was within Dutch territorial waters, as some eye-witnesses aver. The public is taking the matter coolly. They hope the attack will end the traffic between Rotterdam and Emden. (Voorne-en-Putten is an island of tho Netherlands, covering the mouths of the Meuse and Rhine. Originally it was two islands, Yoorne and Putten.) BIG CONVOY SURPRISED.

The German prizes constitute a rich capture. They are trim and serviceable craft, with valuable cargoes of coke, coal and provisions. None of the British destroyers were damaged. It is believed that seventeen German vessels in two convoys left Rotterdam for Denmark at night. Twenty tor-pedo-boats and destroyers surprised the second convoy. The Gorman ships stranded on the Dutch coast are the Magdalen, Ablumenthal and Lavinia, from Hamburg, and the Heidelburg, from Bremen. A lifeboat brought ashore two dead Germans and a number of wounded.
