The "World's" London correspondent says that tho appointment of Dr Michael is is-regarded merely as a stopgap till the psychological moment arrives, when von Ludondorff will become military dictator. It is believed that von Ludondorff will eventually command tho State and army as tho ruthless champion of autocracy.
