OLD AGITATION REVIVED. FINANCES TOO TIGHT. The method of allocation of tho nso of tar was referred to laßt night h,y Councillor H. G. Ell, M.P., who asked why tho wholo width of Park Terrace and tho main streets west of the rivet should 1)0 tarred, also why Hereford Street oast was tarred for tho wholo width. . Councillor A. S. Taylor said that it had been so for years. Councillor Ell said that when tar was used it should be spread over the- greatest possible surface, and it would bo sufficient to tar lift of the crown of a street whore there was little traffic. Nicholls said that Park Ton-ace, which had been formed during tho exhibition, had a very solid inundation. , . , ~ , ~ Councillor A. Beanland. chairman of the Works Committee, said that tho matter had been referred to the surveyor, who had reported that u- was impracticable to have roads partly tarred and partly water bound. Some of the streets carrying light traffic had merely been top dressed to keep the water out. Councillor Ell said that this would bo sufficient for his purpose. Councillor Taylor asked whether the committee intended to finish of the main roads with tarred macadam. Papnnui Road had gone only to St Albans Lnr.o on one side, while Colombo Street North had been only done in patches. Councillor Beanland said that with tar available tho work could be put m hand, but, it would be a hard job as it was to keep within tho estimates. Tho matter then dropped.
