MAY BE MADE SHORTLY. (Special to the "Star.") DUNEDIN, March 14. The Hon 0. "W. Russell, while reluctant to express an opinion on defence matters, said lie thought he eould commit himself to the statement that-there would shortly be a big effort made by the British authorities to bring matters to a conclusive issue, and that every available Now Zealandor would be there.
