BRITISH MEMORANDUM.
Australian and N.Z. Cable Association. (Received July 31, 1.30 p.m.) NEW YORK, July 30. A new Briish memorandum states that there is now no restriction on neutral trade with black-listed firms unless it is systematically used to cover tradte with the enemy.
