Herr Ycukcestor. at a meeting of Flatten vcreins, said: "Wo are entitled to use the submarine -weapon in the most daring way against an enemyusing mines and aeroplanes, especially when President Wilson, the advocate of humanity and justice, provides the enemy with munitions, without which they would he unable to continue the war." Political and commercial circumstances had forced Germany to abandon reckless submarine warfare for the present, but ho hoped that the fleet would have better times.
