MR H. J. O'BEIRNE.
Mr Hugh James O'Beirne was bom at Jamestown, County Leitrim, on September .7, 1866, and was educated at Beaumont, and Balliol College, Oxford. He was appointed attache at Petrograd in 1892, and served as6econd secretary at Washington from 1896 to 1898. In 1900 he became secretary to the British Embassy at Paris, remaining there until 1906, when he was appointed Councillor to the Embassy at ??«trograd.
