During the Bua'gefc debate in the Reichstag Dr you Bethmann-Hollweg said that the Allies- rejected the Germans' peace terms in December, hoping that the war map would change in their favour,'whereas it had changed in Germany's favour, notably at Kut-el-Ainara and Verdun, the Austriau adranoe in Italy, the collapse of tho Russian offensive in March, and the Jutland naval battle. "If our enemies shut their eyes to the war m a ' the Chancellor went on, "we will, and shall fight for final victory. We did what we could to pave the way for peace, but our enemies repelled us with scorn." Dr von Bethmann-Hollweg promised that the censorship on political matters would bo the lightest possible, and concluded: "Our naval victory won't tempt us to boast. England isn't beaten, but this victory enables Germany to guarantee the freedom of the sea in future to the small nations." The House rose, the members shouting and cheering.
