SIR THOMAS MACKENZIE'S VIEWS By Telegraph.—Pr?ss Copyrigiit. (Received April 20, 0.25 a.m.) LONDON. April 28. Sir Thomas Mackenzie, in an article in "'RoynoM's Newspaper," urges consideration, after the war, of emigration to the dominions. Ho advocates the establishment of a board of practical men, representing the business community, the' farmers and labour, to formulate a plan. Sir Thomas declares that tho dominions do not want to deal, after the war. with Germany, who has stained her hands by a foul crimo against civilisation.
