WHAT IS NEUTRALITY?
A Madrid paper gives a lead to other neutrals respecting the Zeppelin raids. Tt. points, out tliatj, neutrals either have an obligation with ..regard to them or share the complicity in these outrages. Discussing the Zeppelin raids on Paris. •'•'E! Pais"'' describes them as "odious " and wretched." Tt adds:— " There is no difference between them and anarchist outrages. Let us protest vigorously aganibt these criminal proceedings. " Neutrality is not indifference. The peoples cannot look with indifference upon these violation", of international agreements. All-European and American neutral countries are under a moral obligation to protest with all their strength. " Spain by protesting would be making herself worthy of her history. We love France deeply, but this is not a question -of sectarianism or of sympathy, but of protesting against a crime and safeguarding the conquests of j civilisation. i •• Any other action would be complicI iry in these outrages.'' !
