HALFPENNY SURCHARGE.
A BUSINESS MAN'S COMPLAINT. The halfpenny addition to the postal rates, it £.eems, has been overlooked by many people. A business man informed a "Star" reporter this morning that he was continually receiving letters and business communications on which he had to pay extra postage. He complained that too little notice had been given the public of the proposed surcharge. E.en Government departments haveoverlooked the matter. During the week a postman asked a lady for Id, being |cl deficiency on postage rates plus '|d fine. She saw that tho communication had to do with routine Defence matters and refused to accept delivery. The surcharge of -Jd ; according to the regulations posted in the Post Office, is payable on letters, books and all other communications except' news- ! papers which are destined for distribution within or beyond New Zealand. No additional charge is required on any : packet addressed to a. country which j already levies the maximum postal rate. I
