A VIENNA CORRESPONDENT CLAIMS THAT THE AUSTRIAN GOVERNMENT HAS OPENED POURPARLERS TO MEMBERS OF THE TRIPLE ENTENTE, AND BELIEVES THAT A DRAMATIC SURPRISE IS POSSIBLE.
