OVER THE FRENCH BORDER TRYING TO DRAW THE ENEMY. By Telegraph—Press Association—Copyright. (Received August n. 12.30 p.m.) SYDNEY,' August 5. Delayed cables, doted London, August 3, report that Prussian regiments along the Belgian frontier near Aix la Chapcllo (on the Rhine) are employed ill obstructing roads with vehicles and trees. The King of Belgium commands the Belgian Army. The Grand Duke Nicholas NicolniTevitch has been appointed Russian Commander-in-Chief. A new German Note has been handed to Belgium, and'negotiations thereon aro progressing. It is reported in Brussels that Germans have not yet violated Belgian territory. Germany is continuing her raids on the French frontier, for the purpose . drawing the enemy out. The French remain at the five-mile limit. The Hague reports that the German Minister has given an assurance that he will respect the neutrality of tho Netherlands. Ho declared that lie would not present an ultimatum to I Holland.
