A crisis is approaching in Japan because tho Peers' hostility to til© Ministry is implacable. . The na'vy scandal is growing, with the result ■so far that the publio humiliation, of the navy lias caused stagnation in the stock-market. Tho violent political agitation led, to stormy scenes in the Diet, and has threatened the fall of the Cabinet. There is a widespread feeling of unrest, all of which has arisen from til© discharge of a German clerk in Siemeu's office.

The "Times," in a leader on Japan, says that that country's best friends are bound to recognise that for many years thero has been an overstraining of her financial strength and the economic endurance of her people. The real source of the present trouble are not the naval, scandals, but the .excessive taxation and the,, high cost of living. - ■
