The Fabian Research Committee, after a careful investigation into the working of tho Insurance Act, reported that there is reason to fea.r that practically all societies, having a large proportion of women, have exceeded tho estimates of sick benefits from 25 to 100 per cent. The committee believes that the first year's claims will exceed the actuaries' estimates by nearly £1,000,000 for sanatorium benefits. Tho gravest feature Is that 1.000,000 families, below the pound a week level, are practically always ill, and tho Act extracts a loaf of bread weekly from tho bare cupboards, starving them further into illness. ,
