*__— OARRANZA TREATING WITH AMERICA. By Telegraph—Press Association—Copyright, MEXICO CITY, November 15. The Senate failed to meet, the Catholic party abstaining from attending. A quorum consequently was lacking. General Carranza, the Constitutionalist leader, now is treating with the United States for lifting the embargo on the importation of munitions of war. Carranza swears that nothing less than the complete overthrow of Huerta will satisfy his 'party. The Chamber of Deputies met despite the Senate's failure, and transacted routine business and adjourned.
