ALBANIAN BOUNDARIES. RUSSIA'S NEW DECREE. By Telegraph—Press Association—Copyright. (Received November 17, 10.25 a-m.) LONDON, November 16. Austria and Italy have accepted the proposal of the British Commissioner to delimit Southern Albania. According to a diplomat, writing to the " Daily Telegraph," Russia has decreed that King Ferdinand must abdicate, owing to his rapprochement with; Austria during the Balkan crisis.
