The recent rising was frustrated by a spy named Lancastre, an Oporto cycle agent. He ingratiated himself with the Royalists, until they regarded him as their most valuable agent. Lancastre, with the connivance of the Oporto police, was even allowed to effect the escape of a Royalist prisoner. He helped to smuggle arms into Portugal, conveyed Royalists' correspondence abroad, and effected the secret entry of Senhors Luders and Countinho and Count Manqualde into Portugal. He kept the Government aware of every Royalist action.
