Tho "Frankfurter Zeitung's " Mexican correspondent says that Huerta is ordering war material, merely worth £30,000. Other reports say thnt largo shipments of arms and ammunition will arrive in December, and heavy cannon in January. Huerta is attempting to procrastinate until then, probably granting concessions of petroleum to an English firm, and railway interests to Belgians in exchange for tho capital necessary to run the country. Tho yellow Press is seeking to create a bad feeling between England and America. The " New York World " asserts that the United States will compel the forcible elimination of Huerta, and will ignore England when the timo comes to deal with the situation. TRYING FOR PEACE. In it Huerta explains that tho usurpation of power by the Lower Chamber made a dissolution imperative. He promises new elections at an early date. Meanwhile he is continuing the pacification of the country. I President Wilson now is considering allowing the exportation of arms and ammunition to all parties in Mexico with a view to settling the insurrection one way or the other.
