A message from New York says that cargoes of arms and ammunition, consigned to Australia, have been placed on board twelve foreign vessels at Philadelphia, at the instance of the Wilmington Powder Company of Delaware. Shipping oircle<? believe that tho cargoes are not intended for Australia, but for tho United States Pacific Coast defences.
