NEW ORLEANS, January 31. Tho National Convention of Hoboes (tramps) decided to adopt suffragette methods in order to secure release from gaol when convicted of vagrancy. Protests were made against tho vagrancy laws and- the strictness of their administration in several States. The resolutions were'ordered to bo sent to tho State Legislatures.
