AN IDENHF [CATION SCHEME. ' United Press Association—By Electric Telegraph—Copyright. (Received February 1, 10 a.m.) OTTAWA, January 31. The Government is contemplating the introduction of a scheme of identification of Chinese by using photographs and the Bertillon system. It is estimated that there are 50,000 Chinese in the Dominion, It is not stated whether tlie system will include Hindus.
