The American Senate has endorsed a proposal for a qualified free toll for American vessels engaged in foreign trade entering the . Panama Canal. An amendment was adopted authorising American owners under foreign flags to bring vessels under the American registry, provided they engaged only in foreign trade. AMERICAN ATTITUDE RESENTED. THE COMING EXPOSITION. BRITISH COLUMBIA'S POSITION (Received August 10, 10.30 a.m.) VANCOUVER, August 9. The Board of Trade at Vancouver is calling a special meeting to discuss whether the province of British Columbia should withdraw from active or official participation in the Panama exposition owing to the action of the United States regarding tolls on America* ships passing through the Panama Canal.
