A Constantinople message says that the dissolution has • gratified the Albanians. A state of siege at Salonika has been proclaimed, as a preventive measure. Pourparlers for the settlement of the Montenegrin incidents arising out of the frontier dispute are progressing. A St Petersburg message says that an alliance has been concluded between Servia and Bulgaria.
