Five thousand French troops ara marching from Mequinez. CAUSE OF MUTINY. FRENCH QUARTER LOOTED. (Received Aori! 20, 10 a.m.) LONDON, April 19. French reports etate that the troops at Fez mutinied because they objected to a regulation for the part-payment of wages in food. They shot all the French officers and instructors and attacked the wireless station, killing four operators. They looted the French bank and the French quarter generally. French reinforcements are guarding the consulates.
