Murray, Minister of Lew hour, delivered a policy speech, in which he said that he would try t«> re* form the Legislative Council, providing for electioii on the ratepayers' rolL If a measure passed the Legislative Assembly in two Parliaments and was then rejected by the Council, both Houses would go before the eleetorsn In order to secure the development ot closer settlement, he initended to sim-i plify the process of compulsory laucj acquisition. Other matters that would have attention would be the decentralisation, the control of trusts and the encouragement of the beet sugar industry.
