. WASHINGTON, August 13. Disregarding President Taft's telegraphed protest, the Senate amended the Anglo-American and Franco-Ameri-can arbitration treaties by eliminating jthe provision conferring special powers pn a joint high commission. Old World dominance was feared by senators, reference being made to the Right Hon James Bryces book on "The American iCommonwealth," which years ago at'tacked the Senate for political bias in jtreaty-making President Taft does not intend to ; with the deletion of the objectionable paragraph. The fate of the treaties hangs in the Ibalance.
