According to tho " Neno Gessellscliaftliche KorrospondenZj" the Kaiser, who once denounced the Socalists as "Fellows without a Fatherland," has lately considerably modified his opinion. In the course of a private convoreation ho recently remarked: "My Socialists are not so black as they are painted." The " Vorwarts," however, is incredulous, and says that the remark must hiivo been invented by someone desirous of inflaming the rage of the Conservatives, but the " Korrespondenx," which is usually punctiliously accurate. declares that denials cannot niter the fact that the Kaiser spoke thus of tho German Socialists,
