Lord Selborne presided :it the Royal Ooologieal Institute, when Sir Joseph Ward delivered an address on " Higher and Truer Imperialism." Sir Joseph made an urgent plea for an ImperialCouncil. Some day, lie said, it would be impossible i'or Britain alone to mainlain the majesty of supremacy of tlie seas. The dominions would be equally unable wholly to defend themselves from foreign aggression. Lord Selborne said: "We must be prepared, to see the centre of gravity of Kmpire pa.ss from the United Kingdom to some other part of the Empire. WKile Englishmen felt hvs free to discuss the problem of federation, when tlie- dominion statesmen presented or prepared a scheme, many Britishers would be prepared to give their political liver to the support of it."
