QUESTION OF CAPITATION. A good deal of doubt lias arisen as to the payment of capitation for the current year 1911-12. ending on March 31, ISH'ij and the matter has been put (dearly iu a letter received this morning bv the district office from head<jua rters. "Supposing a company returns a .strength of lifty efficients on its capitation roll for iUfO-lI," the authorities state. " and was paid capitation in respect- of that number, and supposing that of those fiity men only three remained iu the company, the other forty-seven having elected not to continue to serve under the new scheme, then capitation for this year (19.11.-12) will really he paid in respect of liftv menj and be devoted t-o .squaring oil' the old company's accounts. "The company it-self or the amalgamated company ol which it now forms part, will bo 120 strong by the end of the financial year. All. the new men brought in under the new scheme will be clothed by the Government , and the maintenance grant paid in respect of them ; but in order to prevent the Government paying twice over for the same men. or paying for men that- do not- exist, a maintenance grant will be paid for forty-seven of the new .men whose maintenance grant can be deducted for the capitation ol the fortyseven who have gone. "'Ah regards clothing, companies that have uniforms in store paid for out of capitation grants may issue such uniforms with the necessary alterations to their new recruits, and. the price of such uniforms issued to men over and above the number for which capitation is drawn will be refunded by the Government : or if there i.s no uniform in store uniforms for the numbers for which capitation is drawn may be purchased either from the Government at cost price or privately: but if privately must be of scaled pattern. The idea is that companies are theorcticallv held to exist for 15)21-12 ai. their 1910-11 strength canifcated lor. So that their accounts may have a chance ol getting squared. Men over and above the capitated number will be clothed, etc.. under the new regulations. '■ After March 31, 1912. no more capitation will be paid, and companies will ho maintained under the new regulations. As companies will be trained under the new regulations, the requirement to complete, training before February '2B to qualify for capitation will not lio-w exist. The old regulation that companies must quality lor capitation before February 28 will not now apply. Training will be under the. new regulations. and will nut interfere with the financial year as hitherto. Hence no unit should rush into a training camp merely to qualify tor any capitation or maintenance grant. Companies not having liabilities to liquidate will require "to devote the capitation to the purchase of sealed pattern field service uniform and authorised items oi expenditure. Capitation will be P a id to officers commanding regiments. ENGLISH OFFICER FOR CHRISTCHURCH. Corporal of Horse Norris, of the Royal Horse Guards, will be appointed instructor to the Ist Mounted Rifle Regiment (Christchureh) on liis arrival frCni England on June 13. MILITARY COLLEGE CADETS. The Cadets who are to go into training at the. Australian Military College will report themselves at Wellington on June 1(5 for inspection by the Commandant.
