SOUTH AFRICAN GOVERNMENT'S POLICY. United Press ,Association-4J3y Electric Telegraph—Copyright. (Received March 16, 8.5 a.m.) LONDON, March 15. With a view to compelling the dissolution of the shipping ring, the Government has introduced a Post Office Bill, which excludes from mail contracts any company interested in the maintenance of the rebate system. A special clause empowers the Governor to differentiate both at ports and on the Union railways against cargo consigned by such company's vessels.
