The General Statf of the British War Office is circulating a translation of the Kaiser's orders for training the Germany Army. The Hon Alfred Lyttelton, at the Primrose League meeting in London, referring to Mr Asquith'e invitation to a conference, said h© hoped the colonial ships would be made part of a sys^ tern that would be united^ under one supreme control in war time, thus rendering the Empire's sea 'power 'irresistible. • ■
