CITY BY-LAWS.

» . At the meeting of the City Council last night letters were received from Messrs J. M. Heywood and : Co. and the New Zealand Express Co. protesting against the new by-law/ providing that no vehicle should be driven so constructed 01* covered in as to prevent the driver from having a sufficient view of the traffic in front, behind, 01 on either (side of the vehicle. They stated that in wet weather it was essential that the fly should be down to keep the load dry. Thirty-four carriers petitioned the Council to reconsider the by-law prohibiting the use of hoods on carriers' carts. Councillor Hall, in moving that the clause should be adopted, said thafc it was only a matter of, time when th.€ by-law would have to be enforced, and it was advisible to enforce it now. Councillor Hyde moved that the words "on either side" should be struck out of the by-law. He said that if a man could see before and behind it was sufficient. Councillor Otley said that it was not safe for a man. to be shut up in a van without being able to see on either side. There was no objection to a hood if there was room in front of it for the driver. Councillor Hyde's amendment waa not seconded, and the clause was passed. •E.
