For several days there has been a Bight from Constantinople of members af the Palace Camarilla and spies. The populace severely handled some of the Latter. The Young Turkey leaders are endeavouring to avoid violence, but the Armenians are advancing claims ivhich may cause difficulties. LONDON, July 31. Reuter's Constantinople correspondent reports that a Young Turkey rising had been planned for September 1, the anniversary of the Sultan's accession, but tiie meeting of the 3zar and M. Fallieres and the imminence of Anglo-Russian reform proposals precipitated an >utbreak. The Constitutional party wished to forestall and render the proposals superfluous. The direoting hand [>f a remarkably .successful movement is still invisible and unknown.
