Lord Tweedmouth, addressing the Britannia Naval College Cadets, explained that his relinquishment of the position of First Lord of the Admiralty had not been due to any maladministration. The change had been made purely for political reasons, Mr Asquith rightly desiring that the two great spending Departments, the War Office and the Admiralty, should have heads in the House of Commons. SOCIAL REFORMS. MONEY WITHOUT TAXATION. LONDON, April 16. Mr Winston Churchill, speaking at Manchester, said that he was convinced that free trade would enable the Government to find money for social reforms and for a reasonable and prudent scheme of old age pensions. This year's surplus would amount to four millions and three-quarters. The increase in taxation every year amounted to nearly two millions. In. future, without injury to the national credit and without adding taxation, it would be possible to obtain ten or twelve millions a year for useful purposes of social reform. ELECTED UNOPPOSED.
