' The " Times " says that the Australian and New Zealand experiments with compulsory arbitration as a means of avoiding strikes and creating permanent harmony between masters and men have not yet proved to be valuable. Even if successful, they are not necessarily applicable to English conditions, where the machinery of society is far more complicated.
