LONDON, December 23. •Mr Haldane, Secretary, of State for War, epeaking at Edinburg, stated that King Edward on Friday had given his assent to the biggest army order passed for years. The special reserve would be completed in August and then six divisions would be provided in all essentials for a long campaign. When the hew army order had done its work the army would have behind the fighting line machinery' which His advisers fiad declared added 100 per cent. to the efficiency of the fighting unit at a cost slightly less than before.
