The Unionist newspaper** criticise Mr Hjaldane's pessimism, and emphasise the potentialities of an Empire which is a great family of sister nations. The Liberal newspapers deny that it is intended to depart from the twoPower standard , and explain thatthe nation is simply advised pot .to neglect territorial defence merely because it possesses a strong Navy.
