THE FRENCH TROOPS.
(Received August 15, 8.45 a.m.) BERLIN, August 14. The "Berliner Tag -Matt" and the "Kolnischo Zeitung" publish Casablanca telegrams accusing the French officers of being the aggressors in the first affray, and stating that the French troops fled and wero saved by a Spanish detachment. The publication of the telegrams has disturbed the French satisfaction with Germany's non-interference in Morocco.
