The Legislative Assembly having insisted on disagreeing with tho Legislative Council's amendment on the .Franchise Bill, a conference of the two Houces was held, but^failed to reach an agreement. The Premier announced that tho Bill would be dropped. Tlie position is now tho isame as before tho last dissolution. It is rumoured in political circles that a doublo dissolution and a general election for both Houses are probable in March. . i (Received December 21, 9.25 a.m.) VICTORIA. | MELBOURNE, December 21. j The Legislative Assembly endorsed the Government's proposal to utilise prison labour in the construction of j roads. ___________
