CAPE TOWN, 'November 15.

General Botha, in offering his services to the Government, describes the raid as a filibustering expedition. Mr Duncan, Colonial Secretary of the Transvaal, in an appreciative reply to General Botha, said that he had forwarded his letter to Lord Elgin, but believed that the police would soon deal with Fen'eira.

Dr Jameson, Premier of Cape Colony, who is on, his way to Cape Town from London, has arrived at Madeira. He is of opinion that the raid will be easily suppressed.
