Lord Robert^ ill a powerful Speech in the House of Lords, called attention to Britain's unpreparedness for war. He said that the> lessons of South. Africa had been forgotten, and' urged the necessity of being prepared for any emergency by strong reserves. Lords Portsmouth and Ripon opposed compulsory service. * Lord Milne* censured the policy of brushing aside the -whole question by the bogey of conscription. The nation ought to rely for defence upon the whole of its manhood, and not be limited to the professional class.
